Understanding, Measurement, Evaluation, and Learning (UMEL) is an adaptive framework used in complex social change and systems-change initiatives to track progress and refine strategies.

It expands upon the traditional Measurement, Evaluation, and Learning (MEL) framework by placing a foundational emphasis on context and relationships.

In systems-change work, UMEL serves as a "living" framework that is regularly updated as new partners join or the policy landscape shifts. Rather than following a rigid "recipe," it relies on principles and emergent strategies to remain effective in unpredictable environments.
